BUCHAREST, Romania (AP) — Romania, Hungary, Georgia and Azerbaijan launched a joint venture Tuesday to install a power line under the Black Sea aimed at bringing more renewable energy into the European Union from the eastern Caucasus.

The project, approved by leaders of the four countries in 2022, gained momentum after Russia launched its full-scale invasion of Ukraine and spotlighted the EU''s reliance on Russian energy as prices sharply rose. The 27-nation bloc has since pushed to wean itself off Russian energy.

The cable would link Azerbaijan, which is seen as having substantial potential to generate power at Caspian Sea wind farms, to EU members Romania and Hungary via Georgia.

Government ministers from the four countries launched the joint venture at a meeting Tuesday in Romania''s capital, saying the project would help strengthen energy security and drive down electricity prices for consumers.

Romania''s Energy Minister Sebastian Burduja said the project was of strategic importance for his country and the EU.

"If you look at the energy map of Europe over the past few months you see that on the eastern flank essentially we are paying a very high price recently — and that''s because there is not enough diversification," Burduja said.

Azerbaijan''s Energy Minister Parviz Shahbazov said the harnessing of renewable energy would help tackle climate change issues. The undersea line is important for energy security, he said, "but at the same time it is going to provide the green energy which is very high on the agenda of the international community."

Bulgaria''s deputy energy minister also joined Tuesday''s meeting, and there were discussions about the EU member joining the infrastructure project. Burduja and Shahbazov said the next meeting on the project would be at a UN climate change meeting later this year in Azerbaijan.

The Romanian Associations for Wind and Photovoltaic Energy (RWEA & RPIA) are organizing on October 29 and 30 in Bucharest the most important event of the energy industry from renewable sources. The Power Shift Summit benefits from the support of the largest profile associations in Europe – WindEurope, SolarPower Europe – and local brand partners such as AmCham, Concordia, ACUE and AFEER.

The summit brings together top leaders from the European Commission, the European Parliament and the Government of Romania, alongside major players from the private, local and regional sectors. Also participating are the ambassadors of the United States of America and Great Britain in Bucharest, as well as representatives of the largest European business organizations: BusinessEurope and European Aluminum.

“Romania has recently set its renewable energy targets by 2030, which requires significant investment in technology and infrastructure, as well as collaboration between government and the private sector to ensure a coherent transition that benefits the entire chain: producers, network operators, suppliers and consumers. Policies are needed to attract investment and stimulate competitiveness. Our event creates precisely the necessary platform to facilitate dialogue and collaboration between essential economic sectors”, declares Liviu Gavrilă, Vice President of RWEA.

The two days of the Summit host panels, workshops and exhibitions. The discussions will focus on topics related to the development of networks, the acceleration of renewable energy projects and competitiveness at European level, new initiatives related to data centers and the use of artificial intelligence, all integrated in the context of the transition to green energy.

Alfredo Parres, director within the Hitachi Energy group, one of the top speakers present at the Summit, emphasizes that “electricity will be the backbone of the future energy system” and says that “holistic planning and an acceleration of investments are needed in parallel with the development of new partnerships to deliver at the speed and scale required". For his part, Giles Dickson, CEO of WindEurope, puts the emphasis on networks, arguing that "grid access is now the number one bottleneck for building green capacity. This means less energy security and higher prices. Immediate actions are needed to take advantage of the potential of renewable sources in Romania and in South-Eastern Europe”.
