El régimen cubano anunció que para 2023 incentivará el uso de vehículos eléctricos a través de la venta a precios libres de impuesto.
"Incentivar el uso de vehículos eléctricos a partir de su comercialización a precios no recaudatorios" forma parte del paquete de medidas para garantizar una mayor disponibilidad eléctrica en el país, afirmó el ministro cubano de Energía y Minas, Vicente de la O Levy, al rendir cuentas en el Décimo Periodo Ordinario de Sesiones de la Asamblea Nacional del Poder Popular, IX Legislatura.
El funcionario agregó que también se fomentarán estaciones de carga con energía solar para esos vehículos.
La compañía europea ElectroAir informó en junio pasado su intención de vender autos eléctricos en Cuba, para "apoyar" el objetivo del gobierno de usar las energías renovables en los medios de transporte.
La firma, que tiene una sucursal en la isla que comercializa vehículos eléctricos desde hace 10 años, presentó el nuevo Nissan LEAF en la Feria Internacional de Energías Renovables y argumentó que se trataba de un carro eléctrico que se nutre fundamentalmente de energía solar, gracias a sus paneles e inversores solares, que transforman la energía generada por los propios paneles en una alterna que se adecua al equipo.
Según un experto de la firma, el carro no tiene partes mecánicas y ofrece gran confort para su conducción, similar al de un medio de transporte de combustión interna moderno.
Por su parte en julio, llegaron a Cuba más carros eléctricos procedentes de China, según informó el fabricante chino de vehículos de motor Laituning. El pasado 15 de noviembre esa empresa realizó una exposición de sus coches eléctricos en la Feria Internacional de La Habana P7.
Los comentarios de los cubanos a esta noticia no tardaron en llegar. Una persona se preguntó entonces cuál será el precio de estos carros, porque habitualmente los vehículos en Cuba tienen un coste muy superior a los que se manejan en el exterior.
Aunque el gobierno dice que la venta de vehículos eléctricos será libre de impuestos, los precios podrían ser igualmente elevados para los residentes en la isla.
Varias empresas estatales como la Empresa de Telecomunicaciones Etecsa, ya han incorporado a su flota varios de estos coches.
De la O Levy informó que además de estas acciones, para el próximo año se otorgarán beneficios de compra al sector estatal y a las formas de gestión no estatales que desarrollen proyectos a partir del aprovechamiento de las fuentes renovables de energía.
Entre ellas, citó la eliminación "de aranceles e impuestos sobre utilidades durante el periodo de recuperación de la inversión e incentivar la comercialización de tecnologías que aprovechen las fuentes renovables, de manera que se comercialicen en CUP y MLC a precios no recaudatorios y se pueda utilizar la modalidad de compras a plazo y puedan otorgarse créditos con bajo por ciento de interés y largo plazo de devolución a las personas naturales".
"Incremento del uso de consignaciones de estas tecnologías para garantizar su disponibilidad en el país, y se autorizarán empresas estatales y no estatales que contribuyan al incremento de la generación de energía con fuentes renovables, a realizar actividades de comercio exterior bajo el control del Ministerio de Comercio Exterior", señaló el titular.
Entre otras medidas para la recuperación y sostenimiento del Sistema Electroenergético Nacional (SEN) en 2023 también mencionó que el régimen mantendrá "las acciones para seguir recuperando la generación térmica con prioridad en los motores de Mariel y Moa, que suman 330 MW de potencia" y a través de las siete centrales flotantes turcas instaladas, las cuales deberán aportar 570 MW al SEN.
Sobre las termoeléctricas, añadió que se prevé realizar dos mantenimientos por año a las centrales termoeléctricas en 2024 y elevarlo a tres mantenimientos capitales anuales en 2025.
