Radove povećanja energetske efikasnosti objekata finansira Vlada KS uz podršku Evropske Unije, WBIF, Austrije i Evropske banke za obnovu i razvoj (EBRD).

Cilj projekta je provođenje mjera energetske efikasnosti na 40 javnih objekata, među kojima su vrtići, škole, fakulteti, domovi zdravlja, ambulante i studentski domovi.

Racionalno korištenje energije rezultira manjim računima za grijanje, električnu energiju i komunalne usluge, te doprinosi očuvanju okoliša i smanjenju zagađenja zraka. Iz tog razloga, građani se u domaćinstvima trude koristiti LED rasvjetna tijela, redovno servisirati električne uređaje, izvršiti termoizolaciju domova i racionalno koristiti vodu. Ipak, rijetko se razmišlja o potrošnji energije u javnim objektima poput škola, bolnica, vrtića...

Pojedini objeki u KS nakon agresije na BiH neadekvatno su obnovljeni i održavani te su zastarjeli, sa dotrajalim sistemima grijanja i hlađenja i bez adekvatne termoizolacije.

Osnovna karakteristika ovih objekata je neracionalno velika potrošnja svih oblika energije, prvenstveno energije za grijanje i hlađenje, što ima značajan uticaj na energetski intenzitet BiH.

Prema podacima Međunarodne agencije za energiju, prosječna europska država za istu količinu utrošene energije ostvari četiri puta veći nacionalni dohodak od BiH. S obzirom na kritičnu količinu potrošnje energije u javnim objektima, implementacija mjera energijske efikasnosti omogućava ekonomske uštede i povećanje energijske stabilnosti.

Također, mjere energijske efikasnosti značajno doprinose smanjenju zagađenja zraka u KS, povećanju nivoa komfora za sve korisnike objekata te, u zavisnosti od provedenih mjera, mogu produžiti vijek trajanja javnih objekata za oko 20 godina.

Predviđene mjere uključuju toplotnu izolaciju vanjskih zidova i izolaciju krovova, zamjenu prozora, ugradnju visokoefikasne rasvjete, te poboljšanje postojećeg sistema grijanja - ugradnju termostatskih ventila na postojećim radijatorima, ugradnju kalorimetara i, po potrebi, zamjenu neefikasnih kotlova.

Trenutno se radovi poboljšanja energijske efikasnosti izvode na sljedećim objektima: JU "Studentski centar" Sarajevo – Dom Nedžarići i Studentsko naselje Bjelave "Paviljon 7" i JU OŠ "Zajko Delić" Vogošća, dok se pripremni radovi izvode na Osnovnoj školi "Grbavica" u Novom Sarajevu, objektu Područne škola "Korča" pri OŠ Hilmi ef. Šarić u Hadžićima, te OŠ "Ćamil Sijarić" u Novom Gradu.

U toku 2022. godine okončani su radovi na objektima: PU Vrtić "Labudovi", JU "Studentski centar" Sarajevo – Studentsko naselje Bjelave "Blok 1", Druga gimnazija Sarajevo, Područna škola „Malešići" Ilijaš i JU Srednjoškolski centar „Nedžad Ibrišimović" Ilijaš.

U narednom periodu očekuje se nastavak implementacije projekta u skladu sa planiranim rokovima i predviđenom dinamikom. Kompletna realizacija projekta je planirana do oktobra 2023. godine.

Green Council BiH is launching a project “Pilot Research of Energy Efficiency Practices in Educational Institutions of Sarajevo Canton (Natural vs. Artificial Building Materials)” funded by the Embassy of the Czech Republic in Bosnia and Herzegovina. The Government of the Sarajevo Canton provided full support for the implementation of this project.

The projected activities include, among others, air quality measurements at 4 educational institutions in the Sarajevo Canton. The project results are as follows:

Public buildings in Sarajevo will see a significant improvement in their energy efficiency thanks to a €10 million financing package provided by the European Bank for Reconstruction and Development (EBRD) and the European Union (EU).

The EBRD is contributing a €8 million loan, while the EU is extending a €2 million grant for the refurbishment of 40 buildings in the capital of Bosnia and Herzegovina. The works are a priority project under the Green City Action Plan for the Sarajevo Canton.

The investments will cover 29 schools and related facilities, 6 kindergartens, 3 student dormitories and 2 outpatient clinics. The energy savings are estimated to be around 13.7 GWh and would result in 4,774 tonnes of CO2 savings annually. Energy efficiency measures will include the introduction of cleaner and more efficient heating, better insulation, better lighting and overall improvements.

Manuela Naessl, EBRD Head of Bosnia and Herzegovina, said: “The proposed measures will not only make the buildings more comfortable for users and minimise the consumption of heat and electricity, but will also reduce air pollution in the city. The EBRD is working with many partners, including the two entity governments, on measures to reduce pollution and improve energy efficiency in Bosnia and Herzegovina. There is still a long way to go but this is an important step in the right direction.”
