The Asia Clean Energy Forum (ACEF 2019) was held from 17 to 21 June 2019 at ADB Headquarters in Manila. The theme for this year''s ACEF was "Partnering for Impact". The "ADB on the Ground Session" which was initiated last year, formed an important part of this year''s program to highlight innovative and successful ADB projects that have made a deep and lasting impact across Asia.

The ACEF 2019 ADB on the Ground Session focused on cross cutting sectorial projects from various ADB Sectors. During this session, participants got a high-level overview of ADB Strategy 2030 followed by a rotating "World Cafe" format presentations from ADB staff from various sectors. The session showcased 25 ADB projects, and each project was assigned a table.

Solar Energy Generation ProjectAfghanistan – Renewable Energy Public Private Partnerships

The project promotes private sector partnership in solar energy generation and outsourcing capacity in utility (DABS) through public private partnership. The project also promotes domestic grid connected energy generation using clean and efficient technologies to meet the electricity demand in Afghanistan.

ADB will assist the government through transaction advisory services to conduct a tariff-based tender for two independent power plants of the capacity of 20MW and 10MW. ADB will also assist the government to construct rooftop solar photo-voltaic panel system on the government and commercial buildings in the total capacity of 5MW. In addition, the project will assist the government to develop and implement the solar incentivization program for private householders.

Off-grid Solar Electrification PilotAfghanistan – Off-grid Electrification

Electricity in a Box" is an innovative solar electricity package designed to serve the electricity needs of individual households in rural and off-grid areas. The package includes Solar PV modules as generation source, super-efficient lithium ion batteries as energy storage and energy efficient DC appliances such as TV, fan, lights and refrigerator. The 80 units of "Electricity in a Box" package was distributed to rural off-grid households in Afghanistan as part of the regional technical assistance program.The immediate impact in providing clean and efficient electricity under the pilot project; included positive change in socio-economic status of the households in the village.

Distribution Network Rehabilitation, Efficiency Improvement and AugmentationArmenia – Electricity Distribution

The project contributes to government goals of energy independence and energy efficiency. The project will improve private sector electricity distribution in Armenia, primarily characterized by lower distribution losses of 8.0% by 2021, compared with 9.7% in 2016. The project will rehabilitate of 400 kilometers of distribution lines, 900 transformers, 550 substations, and install 250,000 automatic metering devices for end consumers.

Floating Solar Energy DevelopmentAzerbaijan – New Technology Solar

The TA will support Afghanistan, Azerbaijan and the Kyrgyz Republic to enhance their knowledge and technical skills in designing, constructing and operating solar PV plants, particularly floating PV, through pilot projects, commercial scale project development, and institutional capacity building.

The TA will pilot test high technology, enabling the countries to leapfrog in knowledge and capacity and increase readiness for private sector participation in large-scale, land-based, and floating solar development.

Solar Photovoltaic Pumping for Agricultural IrrigationBangladesh – Cross Sector – Energy and Agriculture

The project targets replacing 2000 diesel operated water pumps in10 districts of Bangladesh, covering 15,000 hectares of cultivable land. Approximately 18 MWp Solar PV will power the pumps causing 13.7 GWh electrical energy saving from the national grid, 2950 tons of diesel saving and 7,788 tons CO2 emission reduction per year. Bangladesh rural electrification board (BREB) is the Executing agency. BREB aimed to buy back electricity form the idle pumping systems during the lean periods, resulting possible addition of 19.7 GWh renewable energy to national grid per annum.

Regional Cooperation on Renewable Energy Integration to the GridCAREC – Regional Cooperation

The TA aims at assisting the countries in dealing with the specific problem of renewable energy intermittency and tries to provide technical, regulatory, operational and capacity building solutions to the participants.

Overall, the TA establishes three regional renewable energy scenarios (2020, 2025 and 2030) and identifies the necessary capacity reserve requirements to mitigate intermittency from renewable energy. It also analyzes which investments in grid/capacity are needed in each of the three renewable energy scenarios. The scope of the TA includes seven Central Asian countries including Afghanistan, Kazakhstan, Kyrgyz Republic, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan.

Shanxi Energy Efficiency and Environment Improvement ProjectChina, People''s Republic of – District Heating and Energy Efficiency

The project has played demonstrating role in clean district heating supply (DHS) in Shanxi Province of the PRC. Jinzhong DHS subproject has become the pioneer in innovation and construction of the international advanced level of heat exchanger units and box-type heat stations to improve energy efficiency and to reduce energy consumption, while the first DHS with gas-fired boiler as heat source for the county level urban area was developed in Zhongyang county of Shanxi Province, which showcased an environmentally friendly sustainable approach to utilize clean energy for heating in Shanxi Province.

Xiangtan Low-Carbon Transformation Sector Development ProjectChina, People''s Republic of – Low Carbon Development

The Xiangtan low-carbon transformation sector development program aims to support the Xiangtan municipal government''s efforts to transform Xiangtan from a carbon- intensive, heavily polluting city to a low-carbon, climate resilient, and livable one. The program comprises of a policy-based loan supporting reforms that will update existing policies and introduce innovative measures to unlock potentials for carbon reduction and a project focusing on the priority infrastructure and systems improvement with support of smart management systems, based on information and communications technology (ICT).

Energy Efficiency and Air Quality Improvement through Sustainable Urban TransportGeorgia – Cross Sector – Energy and Transport

Since 2010, ADB has been supporting Tbilisi through its Sustainable Urban Transport Investment Program (SUTIP) loan program. Complementing this effort is a grant under ADB''s TA 9170: Promoting Smart Systems, which further introduced smart solutions and innovations to improve local capacity in transport planning.Cities Development Initiative for Asia (CDIA), an ADB-managed Trust Fund has worked in parallel with ADB in Tbilisi in this work. ADB, under SUTIP is financing the initial emergency repairs with an investment value of USD 14 million. Advisory support towards actual implementation of key transport strategies, such as the bus network restructuring was provided.

The private sector initiative on climate bonds in Southeast Asia will catalyze the renewable energy development in the region. The table answers the questions on what the precursors to a thriving green and climate bond market are. The case studies and lessons from the ADB experience investing in landmark green bonds across Southeast Asia will be presented.

Electricity Grid Strengthening Sumatra ProgramIndonesia – Results Based Lending Modality

The program supports the upgrade of the power transmission and distribution system in Sumatra as part of an expansion plan to strengthen the national grid. The program helps financing $600 million project using the results-based lending (RBL) approach for the first time in Indonesia. This is also the ADBs first RBL in the energy sector. By using RBL, ADB focuses on the aggregate outputs and the program has mechanisms to encourage performance improvements for the utility (PLN) on both the technical and administrative areas. The program also has 26 program action plans to strengthen PLN''s institutional capacity including environment and social safeguard practices, procurement processes, monitoring and evaluation, and financial management.
