Rates for the gas utility are approved by the council of the City of Kingston. The City of Kingston natural gas rates by-law allows Utilities Kingston to review its natural gas commodity, and transportation & storage rates on a quarterly basis, for possible adjustments February 1, May 1, August 1, and November 1 of each calendar year. These rates are based on market costs.
Kingston Hydro bills its standard supply service residential and small business customers based on Time-of-Use (TOU) pricing, Tiered pricing, or Ultra-Low Overnight (ULO) prices (beginning November 1, 2023) for the electricity commodity portion of their bill. The TOU, Tiered and ULO prices apply to the electricity commodity portion of your bill.

People use electricity differently depending on the season, so the Ontario Energy Board established two sets of time-of-use rate periods: summer and winter. No matter which season, on weekends and holidays the cheapest rates are in effect all day.
With Ultra-Low Overnight (ULO) prices, the price depends on when you use electricity.
With ULO pricing, you can help manage your electricity costs by shifting your usage to lower price periods when possible.
The ULO price periods are the same in the summer as they are in the winter.
